Cathy duly complained about this, and received the following reply:-&lt;br /&gt;&lt;br /&gt;Complaint from Cllr Catherine Duffy&lt;br /&gt;RE the Hope not Hate campaign leaflet&lt;br /&gt;&lt;br /&gt;"I understand that the complaint was made by Cllr Duffy regarding a leaflet and a letter which was sent to a Ms Pizer but not Cllr Duffy. &lt;br /&gt;&lt;br /&gt;Having examined the items, my advice is that no illegal practices /offences or breach of rules have occurred as a result of the publication and circulation of the Hope not Hate leaflet. That advice is base on the following research:&lt;br /&gt;&lt;br /&gt;Representation of the Peoples Act 1983&lt;br /&gt;&lt;br /&gt;Sections 106 and 110 of the RPA 1983 are the appropriate sections of the act dealing with circumstances where election material contains false statements about a candidate and the prescribe rules relating to the publication of election material designed to promote candidates. &lt;br /&gt;s106 – creates an offence if a person makes untrue statements about the conduct or character of a candidate for office in the elections. The Hope not Hate leaflet is not published by or on behalf of a political party standing in opposition to a candidate but by a campaign/lobby group with no political allegiance. It does not mention Cllr Duffy by name nor does it make any statements which could be said to be about her character or conduct specifically. In my view is not about Cllr Duffy but what Hope not Hate considers the BNP stands for generally. In terms of s106 therefore since it does not mention her by name nor say anything that could be said to be a statement about her character or conduct no offence has been committed under Section 106. This section refers to false statements concerning a candidate’s character or conduct and seek to protect candidates from being the subject of such statements. It does not confer any such protection on a party of which a candidate may be a member. My view is that s106 does not apply to the Hope not Hate leaflet.&lt;br /&gt;&lt;br /&gt;In terms of s110 this focuses on publicity material designed to promote a candidate with a view to procuring their election. It sets out the prescribed information that all such material must contain. The Hope not Hate leaflet does not seek to promote any candidate at all and therefore in my view does not appear to be covered by s110. &lt;br /&gt;&lt;br /&gt;I cannot see that there is any breach of any rules or any offence committed by those who have circulated this Hope not Hate leaflet." &lt;br /&gt;&lt;br /&gt;Christine Taylor LLB Hons Solicitor&lt;br /&gt;Deputy Returning Officer.&lt;br /&gt;&lt;br /&gt;Cllr. Duffy's complaint was made on behalf of ladies in her ward, as they were particularly targeted; some informed Cllr. Duffy as the targetting made them feel vulnerable and upset, while others contacted Hope not Hate directly (telephone &amp;    e-mail) to express their disgust.&lt;br /&gt;&lt;br /&gt;The result of this particular leafletting did not have the desired effect, and must have left a sour taste in the mouths of Hate not Hope. Due to this hate mail, and because the residents know and admire her, Cllr. margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 320px; height: 287px;" src="http://4.bp.blogspot.com/_XzAOXj5HiW8/S7zXbwW2ZFI/AAAAAAAAABk/Jya429TPfdE/s320/NG5.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5457473720303379538" /&gt;&lt;/a&gt;&lt;br /&gt;The British National Party will campaign in the 2010 general election on the issues of withdrawal from Afghanistan, a halt to the immigration invasion and an end to the ‘Global Warming’ conspiracy, party leader Nick Griffin MEP has announced.&lt;br /&gt;&lt;br /&gt;“We are proud to map out three central and core policy issues which clearly differentiate us from every other political party in Britain,” Mr Griffin said.&lt;br /&gt;&lt;br /&gt;“Every other party, Lib Dems and UKIP included, have announced their support for continued British military presence in Afghanistan.&lt;br /&gt;&lt;br /&gt;“Only the BNP is unequivocally opposed to this war and demands that all British troops be withdrawn immediately.&lt;br /&gt;&lt;br /&gt;“This must be done straightaway, right now,” Mr Griffin said.&lt;br /&gt;&lt;br /&gt;“There is not a single grain of Afghan sand that is worth the blood of a British soldier.&lt;br /&gt;&lt;br /&gt;“It is a tragic and criminal waste of our young people’s lives and out tax money to even be there, never mind the legal issues involved which indicate that the war itself is illegal,” he said.&lt;br /&gt;&lt;br /&gt;The BNP’s position on immigration was also well known, Mr Griffin continued.&lt;br /&gt;&lt;br /&gt;“Once again, only the BNP has mapped out policies and solutions to the immigration invasion which are perfectly in line with voter concerns,” he continued.&lt;br /&gt;&lt;br /&gt;“All the other parties are in favour of immigration, either through the fake ‘points-based’ nonsense, a ‘balanced migration’ con trick or some other subterfuge.&lt;br /&gt;&lt;br /&gt;“Only the BNP demands an end to mass Third World immigration and the implementation of policies which will not only halt this colonisation of our nation by the Third World, but will indeed reverse it as well.”&lt;br /&gt;&lt;br /&gt;The third main plank of the BNP’s campaign will be a focus on opposing and exposing the ‘man-made global warming’ conspiracy, Mr Griffin said.&lt;br /&gt;&lt;br /&gt;“We will make voters aware that this now totally debunked theory is being used to systematically de-industrialise what is left of the British manufacturing industry and pay over billions to build up and modernise the industries of India and China,” he said.&lt;br /&gt;&lt;br /&gt;“The global warming fraud is being used as an excuse to pile stealth taxes and undemocratic controls on the already long-suffering public.&lt;br /&gt;&lt;br /&gt;“For example, the taxes mean an extra £18 billion on electricity bills alone,” Mr Griffin said.&lt;br /&gt;&lt;br /&gt;“These are the issues about which voters are concerned and on which we will campaign,” Mr Griffin said, adding that the BNP’s opponents never tried to debate policy and instead resorted to attempted character assassination and baseless smears.&lt;br /&gt;&lt;br /&gt;“The BNP will however campaign on our policies and we are confident that the voters will make their choices on that basis. We all met at the local superstore in Glenfield at 9.30 and started putting out the leaflets shortly afterwards. Local Organiser Kevan Stafford and super-activist Peter Jarvis had all the maps and leaflets ready. We all had our own areas and when finished we met for a coffee. A combined 4000 leaflets were posted and all activists reported a great response from the local people, and even some prospective new members where found. Simple ideas are best.&lt;br /&gt;Steve Denham`s idea of a sponsored walk was simple to organise. Kevan Stafford our local Coordinator soon designed and printed some sponsorship forms with his usual speed and professionalism.&lt;br /&gt;Steve suggested Rutland Walk for the venue, and the car park for the meeting point.&lt;br /&gt;There was just five weeks to gather sponsors and iron out the details before the big day. We soon gathered sponsors and many people were keen to help both collecting sponsors, and on the day at Rutland Water.&lt;br /&gt;The big day finally arrived, 12th December. Steve drove to the starting point without any problems. Chris And Kevan could not find the right car park, "thank God for mobile phones" was one of the comments when we all finally did meet up at the car park.&lt;br /&gt;4 members, 6 views, and a large collection of alternative routes - but we all set off regardless. Steve Denham led the way with Pete Jarvis struggling to keep up the pace. Steve only stopped for one cup of tea as he had an appointment later that day and time was passing by. Both Steve and Pete managed the peninsular only because they both took the wrong turning! 24 miles later Steve and Pete both finished, Steve even looked as fresh as when he had first started. Both Kevan and Chris finished about an hour later. It was a fun day and one couple who saw Steve start actually stopped and clapped as he finished.&lt;br /&gt;Over £1000 pounds raised for the party and four members just that little bit fitter. A loosely organised event with little outlay turned into a good fund raising day. Charnwood has two deposits for the General Election now. It was noted that the local conservatives had Failed to deliver in Birstall and at a cost of nearly £8000 pounds.(Just think of all the good that could be done with that.)&lt;br /&gt;We met for dinner at the local services as we thought it only right to support local trade.&lt;br /&gt;There was a couple of people today who wanted to know why the election was called a year early so I explained the Conservative councillor had abandoned his seat a year early and thus costing the local tax payers about £8000 pounds for an election. Then there would be yet another election costing the same again next year . They were disgusted and we were told of there pending support at the polling booth. They braved the local foot paths and drive ways in Birstall and combined put out over 2000 leaflets. Arriving later the truth truck toured Birstall and Charnwood where it was warmly received by the local residents. Staff at Queens hospital, in Burton on Trent, were unable to revive him.&lt;/p&gt;&lt;p&gt;Taylor had said he would retire at the next election, citing the scale of the modern MP's workload as one reason. He had been MP for North West Leicestershire since 1997.&lt;/p&gt;&lt;p&gt;In a sign of his popularity he had been voted Commons Backbencher of the Year in the annual awards organised by Sky TV and The House magazine and decided by a ballot of all 646 MPs. It was a remarkable tribute given that his membership of the Socialist Campaign group of MPs put him well outside the mainstream of Westminster politics. The citation read: "An indefatigable campaigner, constant attender and independent–minded."&lt;/p&gt;&lt;p&gt;Gordon Brown paid tribute, saying: "David has been a strong campaigner and when I visited his constituency a few weeks ago I found enormous respect and admiration for what he has achieved."&lt;/p&gt;&lt;p&gt;Labour will try to follow precedent by refusing to hold a byelection they would be likely to lose, citing the imminence of the general election. Mrs Williams had gained her seat in the full borough elections in May 2007, when the party shares achieved were: Labour 44.7%,&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Conservatives 38.8%, and BNP 16.5%.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;The party votes in the Dishley &amp;amp; Hathern by-election held on 23rd October 2008 were:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Labour  838  49.7%&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Conservative  490  29.1%&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;BNP   234  13.9%&lt;/b&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Lib Dem  107  6.4% &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Other   16  0.9%&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Comparing the May 2007 full election with the present by-election, the shares of the vote of the three leading parties show that the Labour share increased 5%, the BNP share&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;decreased 2.6%, while the Conservative share fell by a substantial 9.7%. The weak&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;Liberal Democrat result reveals them as a Labour Party clone offering no new solutions to the problems we face here in Charnwood.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;This result counters the national trend of diminishing support for Labour, but the reason may lie in the demographics of Dishley and Hathern. The ward is “enriched” by a substantial 16.7% proportion of voters of foreign origin, mainly East European and South Asian, who might be expected to support Labour politicians because they are the chief facilitators of mass immigration into Britain. The proportion of foreign named voters in Hathern is only 3.1%, but the majority of villagers are likely to hold traditional conservative views and support the Conservatives. Conversely, in the Barsby Drive and Braddon Road area of Dishley the proportion of foreign named voters is a formidable 26.5%, a block vote which Labour could be relied upon to target for support.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;These demographics also help explain the shortage of homes for our young people and the determination of local Labour, Conservatives and Lib Dems to concrete over Leicestershire’s attractive countryside for 19,000 additional houses by 2026, along with associated retail, industrial, educational and medical facilities. Notwithstanding that Britain is now the most densely populated country in Europe, with double the density of Italy, the Labour government, supported by the Conservatives and the Lib Dems, plans to impose another 3 million houses on green belt land by 2020. The Charity Optimum Population Trust states that Britain’s maximum sustainable population is 30 million, not the existing and increasing 61 million.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;br /&gt;&lt;/p&gt; &lt;p style="margin-bottom: 0cm; widows: 0; orphans: 0"&gt;&lt;span style="font-family:Arial, sans-serif;"&gt;&lt;span style="font-size:100%;"&gt;It was satisfying to achieve more than twice as many votes as the Liberal Democrats and to firmly retain third place. All our Councillors, Parish and Borough, work extremely hard and have  attended all their meetings.&lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt; Should we win this by-election, this would give the British National  Party a chance to make a difference for the people across Charnwood. He was joined by Matt at Melton and Nigel at Grantham, the 3 intrepid BNP lads battling their way through driving rain to reach Skegness in just under five and a half hours.&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;p style="font-family: arial;"&gt;&lt;span style="font-size:85%;"&gt;Waiting to greet them at the clock tower were at least 60 activists from all over the East Midlands, cheering them in and waving flags sporting the slogan:"VOTE BNP". They were joined by many local people and holiday-makers, who also took leaflets, and bought papers and flags for their children.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="font-family: arial;"&gt;&lt;span style="font-size:85%;"&gt;For, beside the sponsored cycle ride, our activists held a paper sale in the centre of the town, as well as leafletting Skegness. A very impressive Day of Action, with 3 different activities, so many involved and lots of money raised towards the Euro fundraising effort.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="font-family: arial;"&gt;&lt;span style="font-size:85%;"&gt; Afterwards, everyone retired for a well-earned drink and reflections on a job well done.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family: arial;"&gt;To which we add "Well done" and thank you to everyone who took part. You can all feel very proud that you contributed to this exciting day. It was now my intention to serve the best interests of East Goscote, the community that elected me.&lt;br /&gt;&lt;br /&gt;My job as a Borough Councillor is to raise any issues that affect the community directly with the council and work towards resolving them. This could be anything from fine-tuning the details of large scale planning applications to the opening hours of the village pub.&lt;br /&gt;&lt;br /&gt;I have a wide range of duties which include representing the interest of the community, whilst taking a broader view of the needs of the Borough as a whole and I participate in the decision making process. The main committees I am a Member of are the Licensing Committee - which includes sub-licensing panels as and when needed, the Regulatory Committee – which involves site visits, and the Performance &amp;amp; Audit Scrutiny Committee – which acts as the Councils “audit committee”. This also includes the approval of the annual Statement on Internal Control, reviewing and monitoring risk management issues. Monitoring performance across the range of Council services and recommending action relating to under performance as well as ensuring that services are performing in support of the front-line.&lt;br /&gt;&lt;br /&gt;I am on a couple of Out-Side Bodies one of which is the GCR/Council Liaison panel (Great Central Railway) and these meet a couple of times a year, as well as a substitute for a Liberal Councillor on the Highways Forum. I have to of course attend Full Council at the Town Hall every 6 weeks and the Parish Council once a month.&lt;br /&gt;&lt;br /&gt;I have to be accessible to the local people, and which I am via the telephone, post, e-mail, my own council website, the local village magazine, leaflets and of course the open surgeries that I hold on the last Saturday of every month. I also attend any civic functions that arise.&lt;br /&gt;&lt;br /&gt;A few days after my election, the Council began to run Induction Courses, which I have found to be extremely helpful. I had initially wondered what kind of reception I would receive, but just held my head high and got on with things. As it turned out the Council Officer’s have been extremely friendly and helpful with any requests or needs I might have had, and have always acted in a friendly and helpful manner towards me.&lt;br /&gt;&lt;br /&gt;It has been a real whirl-wind so far since my election last May, especially as Maurice and I were also trying at that time to prepare for our wedding which was to take place the following month!
